National legal bases

Bilateral agreements on the import and repatriation of cultural property with states that have ratified the UNESCO Convention in 1970

The multilingual UNESCO Database of National Cultural Heritage Laws provides access to the relevant national legal bases. Another source of information on national cultural asset protection laws is the Sharing Electronic Resources and Laws On Crime (SHERLOC) of the United Nations Office on Drugs and Crime (UNODC).

Export ban

General import and trade bans apply to cultural goods from Iraq and Syria:

The Iraq Ordinance of August 7, 1990 prohibits the import, transit and export, as well as the sale, distribution, brokering, acquisition and other transfer of Iraqi cultural goods that have been stolen in Iraq since August 2, 1990, lost against the will of the owner or have been illegally exported from the Republic of Iraq.

The Ordinance on Measures against Syria of May 18, 2011, expanded with a resolution of Nov. 17, 2014, prohibits the import, export and transit, sale, distribution, brokering and acquisition of Syrian cultural goods if there is reason to It is assumed that the goods were stolen or illegally removed from Syria.
